<span style="font-size: x-small;"><strong>Channels Island’s biggest region, The State of Jersey is
 going to return £315 million loot by former Nigerian presdent,  Sani 
Abacha to Nigeria.</strong></span><br />
<br />

The Ballif of Jersey, Mr Micheal Birt made this known at a dinner to 
honour Dr Dalhatu Tafida, Nigerian High Commissioner to the UK during a 
state visit to the Island.<br />

The Ballif who also is the Island’s Civic Head of State and 
ceremonial head, is the highest ranking official in the Jersey order of 
precedence.<br />

The Island is famous for its fraud free banking system and has in the past returned two tranches £140 million of the loot.<br />
<br />
The funds is said to have been laundered on behalf of Abacha by Mr 
Raj Bhojwani, an Indian businessman who is currently on jail in UK 
serving an eight year sentence.<br />
Birt said that the Island is embarking on an ongoing campaign against money laundering.<br />

He said: <em>“We have done a lot to clean up the image of the Island 
as a safe haven for stolen wealth. What we have in place is a 
transparent and legal finance heaven where only legal funds can be 
deposited and accessed by investors.”</em><br />

Responding to the quotes, Tafilda praised the Island’s transparent 
banking sector and said that the Nigerian government is also 
committed to fighting corruption and strengthening its anti-graft 
agencies.<br />

General Sani Abacha served in the Nigerian Army and was the President
 of the nation after the 1993 coup and served till his death in 1998.</div>

SSS Raids APC Office For The Second Time___yesterday

<span style="font-size: x-small;"><strong>The All Progressives Congress (APC) said that the State Security Service (SSS) carried out <a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735&pli=1" target="_blank">another raid</a> on its data center in Lagos yesterday night.</strong></span><br />
<br />
<span style="font-size: x-small;"><strong> </strong></span>It would be recalled that during the November incident, the data 
agents and security guards were arrested by the operatives who stormed 
the premises without the search warrant.<br />

The security officials insisted that the service received a petition 
that the building was being used to clone INEC voter card, which forced 
them to check the information.<br />

Meanwhile the APC characterized the move as an attempt to intimidate their party ahead of the 2015 elections.<br />
<br />

The situation causes hot discussions among the Nigerians and in the political circles.<br />

Today, December 2, the security officers raided the office once 
again, Premium Times reports with reference to the APC statement issued 
by the party National Publicity Secretary Lai Mohammed in Abuja.<br />

<em>“The raid by over 40 armed DSS officers, despite a court order 
restraining the service from such action, shows that the DSS considers 
itself to be above the laws of the land, and this is totally 
condemnable.</em><br />

<em>“Even under a PDP government that has nothing but contempt for 
constitutional order, the lack of respect for a court order by an 
institution of state like the DSS has plumbed the depth of anomie, and 
shows that our democracy is in clear and present danger from 
anarchists.”</em><br />

The party disclosed that the operatives shoved the security personnel
 at the building aside,  broke into the storage facility and carted away
 over 30 bags filled with the APC membership registration forms.<br />

<em>“It is sensible to conclude that the DSS’ second raid was its own
 crude reaction to the challenge we posed to it. Apparently yet to find 
any evidence of PVC cloning as alleged by the DSS, it is now quite 
desperate to manufacture evidence to justify its raids. Or how else does
 one explain the claim by the service that its ‘findings’ will shock 
Nigerians, even at a time it is still in search of evidence? Is this how
 self-respecting intelligence agencies conduct their operations?”</em><br />

The APC described such behaviour as “harassment” of the 
party lamenting that instead of directing effort at fight against 
terrorism the intelligence is used to “terrorize” the opposition.<br />

<em>“It is time to call the DSS to order, and to remind those at the 
helms of affairs that while they may be having a free rein today, they 
will one day rue their actions at this critical time in our nation’s 
history.”</em><br />

The APC recalled that according to the November 26 court order the 
DSS were not allowed to seal off the data centre. According to them, the
 DSS now were acting as if they were above the law.<br />

The party blamed the lack of legislative order on the years of ruling of President Goodluck Jonathan’s administration.<br />

The Lagos chapter of the APC confirmed the development warning that 
such actions by the security agencies might seriously damage “our hard 
earned democracy”.<br />

<em>“Despite the public outcry and opprobrium that followed Saturday 
November 22 invasion of APC Data Centre in Lagos and a Court order 
asking DSS to release those arrested, 40 DSS officers returned yesterday
 night to further vandalize the office and took away 30 bags containing 
vital documents. This frightening and fragrant display of impunity, 
brute force and disobedience of Court order portends grave danger to our
 now fragile polity and it may brutally affect the 2015 General 
elections if the ruling party, police or DSS are not called to order.”</em><br />

They once again inquired why the DSS had not come up with any 
“findings” after the first raid but still keep the APC’s documentation.<br />

<em>“We are still at a loss that more than two weeks after the first 
invasion, DSS has not told the world what its findings are, why it is 
still detaining workers of the Data Centre, and why it is still keeping 
the APC computers and vital documents.”</em><br />

The Lagos chapter however urged the party supporters to remain calm 
in the face of the provocations and concluded the statement as follows.<br />

<em>“We shall overcome. We will defeat impunity. We will defeat 
political corruption. We will defeat abuse of power and political 
brigandage. We will liberate Nigeria in the fullness of time. When a 
drowning man is holding on to something he may never let go until his 
hands are cut off.”</em><br />

Meanwhile it was reported yesterday that a Lagos Federal High Court 
ordered the release of 5 APC staff members detained during the first 
raid.<br />

According to a report in a Canadian medical
journal, a woman who was sick and was being treated in a Canadian 
hospital had 120 maggots removed from her eyes and nose after fly laid 
eggs in her eyes and nose..<br />

"During the period, an adult fly (a green blow fly or a green bottle
fly) was seen in the intensive care unit. The patient was in a windowless
private room that had an open door. The intensive care unit had no windows to
the outdoors; thus, it was assumed that the fly had entered the intensive care
unit from another part of the hospital. The fly must have left the eggs in her nose and eyelid."</blockquote>
Doctors removed
120 maggots from her eyes and nose. This happened a long time ago - in 
2007 - but the images were recently released. If you have the stomach to

which states everyone who has engaged the criminal justice system of the state,
and we have close to a 100, 000 offenders on that register. And very soon, we
would start deploying people to the data rooms in the police stations across
the state to gather the bio data of offenders including their photographs and
others.</div>

“This was why we have asked
everyone to register so that before you employ anyone, you will know his track
record. And this is the time for everyone especially women to speak against it.
This is the time for us to have a local enforcement unit; either we call it

and challenge employers who sets unimaginable targets for their female
employees. These were targets they could not set for men,” he said</div>

monitoring one hundred and thirteen 113 s*xual violence cases currently at the
High Court. The Team is working actively to ensure prompt prosecution of these
cases. The major aim of the S*x Offenders Monitoring Programme and the Mandated

of convicted s*x offenders in the State to a central database. The Database
will be accessible to individuals and organizations that need information. For
example, School proprietors who want to recruit can access this Register as a
form of background check.</div>

“The Mandated Reporter policy will make
it compulsory for all State School Administrators, Counsellors, Teachers,
Social Welfare Officers and any other official of the State Government having
any dealings with children to report any suspected or actual child abuse or

S*x Offenders Register will be open and maintained by the Lagos State Ministry
of Justice in partnership with the Lagos State Judiciary, the Nigerian Prisons

 of Federal Special Anti-Robbery Squad, FSARS, Adeniji Adele, Lagos, 
have arrested an upcoming Nollywood actor and gospel musician (names 
withheld) and two others in connection with the alleged kidnap of a 
female banker at Mile 2 area of Lagos.<br /><br />The actor and his alleged 
partners were said to have kept their victim in an uncompleted building 
in Mowe, Ogun State for four days, awaiting response from the captives’ 
family.<br /><br />They were reportedly caught while sharing the ransom.<br /><br />Police
 sources said the Enugu State-born 28-year-old actor claimed he was 
introduced into the act by leader of the gang, whose identity he gave as
 Jack. He said Jack masterminded the kidnap of the female banker, who 
was his former boss.<br /><br />Police sources Further Revealed that: "The suspects were six in number. But three are on the run and we are on their trail.<br /><br />“During
 interrogation, the actor said six of them came in a Toyota Corolla car 
and immediately they saw their target coming out of her Toyota Camry 
car, they pointed guns at her and drove her to their hideout in Mowe."<br /><br />He
 allegedly confessed that himself and Jack drove the victim’s car to 
Akerele area of Surulere, where they sold it for N250,000. He said he 
got N100,000, while Jack took the rest.<br /><br />"They also sold their victim’s jewellery for N8,000 and her pair of shoes for N3,700."<br /><br />He
 also stated that his share of the ransom was N450,000, but did not 
disclose how much they got, as the bargain was done between Jack and the
 victim’s family.”<br /><br />One of the suspects reportedly told FSARS operatives that he came from Edo State on invitation by a friend.<br /><br />He
 said: "A friend invited me to Lagos. All he told me was to watch over 
the woman and ensure she did not escape from where she was kept. I never
 knew she was kidnapped. I was tempted by the N350,000 offer."<br /><br />On
 his part, the friend, aged 23, said his role was to provide his 
master’s Toyota Corolla, which was used for the operation, adding that

These terrorists are getting more daring by the day, to the extent that 
they now want to take over the Yobe State government house. Boko Haram 
members on Monday attacked Maiduguri and Damaturu, the capital towns of 
troubled Borno and Yobe states, and killed several people.<br />

The insurgents also sacked police stations in the towns and shot at a 
Nigerian Air Force jet even as they went as far as attempting to take 
over the Government House in Damaturu.<br />

A security source who preferred anonymity said the insurgents, numbering
 over one hundred, attacked the Police Mobile Unit where they exchanged 
gunfire with the police on duty and succeeded in chasing all the police 
officers away.</blockquote>

But the military reportedly put up a fierce battle to avoid losing the 
seat of power to the insurgents. And Governor Ibrahim Gaidam later

In the attacks on the two state capitals, six people were said to have 
been killed in Maiduguri where female suicide bombers attacked shops in 
the Monday Market while the casualty figure for Damaturu, where 
insurgents reportedly fired consistently for hours, is yet to be 
released.<br />
<br />
In Damaturu, the insurgents attacked a police station and opened fire on
 an air force fighter jet circling the attacked area, witnesses said.<br />
<br />
The insurgents, sources told Punch, had arrived in the Yobe State 
capital as early as 4.00am from Gujba and that they started shooting 
sporadically as soon as they entered the city thus forcing many 
residents to flee into the bushes.<br />
<br />
Many residents of the town in areas such as Pawari and Byepass 
immediately abandoned their abodes and fled. Gujba is in the 
south-eastern part of the town.<br />
<br />
The administrative block of the Yobe State University and that of the 
state radio corporation and the Police Mobile Base, all located along 
the path of the insurgents were said to have been set ablaze.<br />
<br />
The witness said, “The military jet has to be deployed to push the 
insurgents back as the situation is now under control and the entire 
town has been cordoned off.<br />
<br />
“The casualties cannot be counted for now but it is massive; the 
insurgents were overwhelmed and they suffered a lot of death but few 
police officers and civilians were also killed in the crossfire.”<br />

The bid by a member of the House of Reps (from Ogun), Hon Abiodun 
Akinlade, to unseat the Speaker of the House, Rt. Hon. Aminu Tambuwal, 
without hearing from him has failed as Justice Ahmed Mohammed of a 
Federal High Court in Abuja asked Akinlade to put Tambuwal on notice.<br />

In the suit, the plaintiff is seeking an order of <i>mandamus</i> to compel the speaker to vacate his seat.<br />
<br />
The PDP, which is also a party in the suit through its lawyer, Chief 
Mike Ahamba (SAN), in a motion ex parte, is challenging the defection of
 Tambuwal from the PDP to the APC.<br />
<br />
The plaintiff is praying the court to compel Tambuwal to vacate his 
membership of the House, having regard to his defection on October 28.<br />
<br />
Justice Mohammed, after listening to the <i>ex parte</i> application, refused to grant the order against Tambuwal but directed the plaintiff to put the respondents on notice.<br />

It doesn't look like those senators are joking anymore. The Senators 
have leveled 14 impeachable offences against President Goodluck Jonathan
 ahead of their agreed date of commencement.<br />

The lawmakers are expected to harmonise their allegations with members 
of the House of Reps before sending an impeachment request to Senate 
President David Mark and Speaker Aminu Tambuwal.<br />
<br />
The pro-impeachment Senators and Reps Members may meet before the end of
 the week to agree on when to present the request formally, in line with
 Section 143 (1) and (2) of the 1999 Constitution.<br />

“The President, in his capacity as Head of State has woefully abdicated 
state responsibilities and severely undermined the capacity of our 
security agencies by passing a “vote of no confidence” on the Police and
 Armed Forces to protect our strategic and vital infrastructures, like 
the pipelines. </blockquote>
<blockquote class="tr_bq">
“A case of this failure was the award of non-appropriated Oil Facility 
Protection Contract worth N3.6b to a private firm (Oil Facilities 
Surveillance Limited) controlled by ex-militants.”</blockquote>
The President is expected to explain why<br />
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a>he could not curtail the Boko Haram insurgency; and non-release of the abducted 219 Chibok girls.<br />
<br />
Top on the list of the allegations is the President’s refusal to sign 120 bills they passed into law.<br />
<br />
The Nation stumbled on a copy of the allegations and signatures:<br />
Other issues are undule politicising of the security situation; failure 
to act as de facto President; $10.8billion missing from the Federation 
Account; squandering of N10billion private jets; and sloppiness/ failure
 in governance.<br />
<br />
Some of the allegations also include alleged violation of the 
Constitution/Oath of Office; failure to implement recommendations of 
panels/ committees; setting up of ill-conceived, “nebulous” groups like 
TAN for re-election campaign outside the Electoral Act; failure to 
establish and inaugurate the Nigeria Police Council; illegal deployment 
of Armed Forces and sowing seed of hatred and turning one part of the 
country against the other.”<br />
<br />
Though the list of signatories was obtained by our correspondent, the 
senators pleaded against its publication until what they described as 
“auspicious time”.<br />
<br />
A principal officer in the Senate, who pleaded not to be named because 
of the “sensitivity” of the matter, said: “We are embarking on 
signatures drive as I am talking to you. Senators are vetting the 
allegations before appending signatures.<br />
<br />
“We have secured the consent of more than 63 senators who are expected 
to sign up in the next few days. And the senators are from both the PDP 
and the APC.”<br />
<br />
The “weighty” allegations have forced some PDP senators to regroup against pro-impeachment ones.<br />
<br />
The allegations read in part:<br />
“The President as the Head of government has worked to undermine the 
effective performance of other arms of government, especially the 
legislature, by constantly frustrating peaceful and harmonious 
co-existence among other arms of government. In performing their 
constitutional responsibility of lawmaking, the legislature passes bills
 to be assented to by the President before they become laws of the 
federation.<br />
<br />
“The President has consistently and consciously failed to sign bills and
 motions passed on to him by the parliament, thereby making the position
 of the legislative arm of government untenable. At the last count, the 
President has refused to assent to about 120 bills passed by the current
 National Assembly. He has not sent any communication as to their 
rejection as stipulated in Section 58 (1) (4) of the 1999 Constitution 
(as amended). Motions and other legislative instruments have suffered 
similar, if not worse, fate.<br />
<br />
The senators have also decided to hold the President liable for 
allegedly not doing enough to address the Boko Haram insurgency and 
communal conflicts.<br />
<br />
<b>The Notice of Impeachment states: </b><br />
“The President, as Commander-In-Chief of the Armed Forces and Chief 
Security Officer of the nation, has failed to ensure the protection of 
lives and properties. Mindless carnage by the Boko Haram insurgents, 
especially in the Northeast, recurrent violence in states like Taraba, 
Adamawa, Benue, Plateau, Nasarawa etc are manifest examples of how the 
President has failed to exert the enormous powers inherent in his 
office.<br />
<br />
“This total failure of leadership has not only served to threaten the 
corporate existence of the country, it has taken an untoward toll on the
 development and progress of the nation.<br />
<br />
“The President has in an unprecedented manner reduced the Office of the 
President to an object of ridicule both locally and in the eyes of the 
international community, thereby reducing both the country and our 
hitherto respected Armed Forces into laughing stock.<br />
<br />
“As we speak, over 200 of our female children have been abducted for 
over five months while some parts of our territorial space had been 
overtaken by the unrelenting insurgents. Yet, the President and 
Commander-In-Chief of the Armed Forces has displayed acute sense of 
cluelessness on how to tackle the security challenges.<br />
<br />
“The general impression out there is that the President is thoroughly 
overwhelmed and, therefore, incapable of inspiring our gallant men and 
women of the Armed Forces who are daily killed and maimed owing largely 
to the incompetence of their Commander-In-Chief.<br />
<br />
“Just recently, a large number of our troops ran to safety in 
neighbouring Cameroon in the face of massive onslaught from the 
insurgents. The fact that our renowned military had to find succour with
 our little brother next door is the greatest indictment yet on the 
capability of the Commander-In-Chief to rally his men and boost their 
morale.<br />
<br />
“For unduly politicising the security situation, the President has shown
 beyond all measure of doubt that he has neither the courage nor the 
sense of judgement to tackle the issue headlong. Evidence abounds to 
show that the President and his handlers by living in denial as to the 
abduction of Chibok girls, gave the insurgents more than three weeks 
head start."<br />
<br />
They accused Jonathan of abdicating his responsibility through the 
concession of waterways security and protection of oil installations to a
 private firm [run my ex-militants].<br />

<b><span style="font-size: medium;">Are the majority of Nigeria’s roads now ‘motorable’?</span></b><br />
Nigeria’s president has claimed that “motorable” roads have increased 
five-fold since 2010. There is little evidence to support his claim.<br />
<br />

Nigeria’s President Goodluck Jonathan recently announced his second term
 bid and made several claims about his government’s achievements, 
including improvements to road networks in the country.<br />
<br />
“When I assumed office in 2010, out of the 35,000km of federal roads 
nationwide, only about 5,000km were motorable, Jonathan said on 11 
November. “Today, that number has increased to about 25,000km.”<br />
<br />
That assertion seemed extreme, given the notoriously potholed state of Nigerian roads<br />
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a>So Africa Check investigated, and found that there was little evidence to support the claim.<br />
This isn’t the first such claim<br />
<br />
Jonathan’s words echo comments made several times in recent months by 
the Federal Ministry of Works, which oversees roads owned by the 
government.<br />
<br />
In July the Punch newspaper quoted the minister of Works, Mike 
Onolememen, as saying that 71% of federal roads are now motorable.<br />
<br />
Speaking at a meeting of the National Council of Works in October the 
minister repeated the claim, saying: “From about 4,500km of fair roads 
in 2011, President Goodluck Jonathan’s administration has revamped the 
kilometers of good roads to more than 25,000.” He estimated the cost of 
the repairs at 1.765trn naira – around $9.6bn.<br />
<br />
One week before the presidential declaration, he repeated the claim, 
saying: “Over 70% of our road network is now motorable when compared to 
about 16% at the inception of this administration.”<br />
There is little evidence to support it<br />
<br />
Corroborating this is difficult. Of the government agencies involved in 
initiating road works, the Federal Ministry of Works provides the most 
detail. Examples include these speeches by the minister, in May 2014 and
 September 2014. Included in those are lists of some of the federal 
government’s road projects between 2011 and 2014.<br />
<br />
But there is no government document that exhaustively outlines federal 
road projects in Nigeria, says Stanley Achonu, operations lead at 
Budgit, a Lagos-based start-up that tracks government spending.<br />
<br />
Budgit has found it “difficult” to track the 25,000km of claims, he says. The available evidence “doesn’t add up to 25,000km.<br />
<br />
At the same time, Nigerians do not seem to be particularly happy with 
the state of their roads. A 2013 snap poll by NOIPolls, a 
Gallup-affiliated agency, showed that 7 out of every 10 Nigerians 
consider them “unsafe”.<br />
<br />
<b>The government is playing with words</b><br />
Achonu also points out that there’s a semantics issue at work in the way
 government officials refer to road works, allowing for generous 
interpretations of their work.<br />
<br />
The descriptions of the work in the minister’s speeches range from 
“maintenance” to “rehabilitation” to “dualisation.” Which raises obvious
 questions. What does it mean for a road to be “maintained”?<br />
<br />
And, as Achonu queries, if the Federal Roads Maintenance Agency (FERMA) 
fills a handful of potholes on the 120km stretch of road that is the 
Lagos-Ibadan Expressway, does that mean the entire road is then added to
 the catalogue of roads rendered “motorable”?<br />
<br />
Even the president’s concept of “motorable” is a loose one. As the World
 Bank points out in this 2009 document there is no single agreed 
definition. According to Dr Adewole Oladele, a Nigerian academic who is 
currently the project manager of the Transportation Technology Transfer 
Unit at the University of Botswana, a motorable road is “accessible by a
 vehicle, safe, with comfort and no obstruction.” Such a road wouldn’t 
necessarily have to be paved, Oladele said.<br />
<br />
<b>Conclusion: Little evidence to support Jonathan’s claims</b><br />
While there have been some road improvements (particularly in advance of
 elections, as the government seeks to win votes), there is no 
exhaustive proof to corroborate the president’s assertion. It would 
appear that the claims are exaggerated.</div>
