What you can't get through the front door, you can access through the
back door in Nigeria. That is it! The police authorities are set to
reinstate the security details of the Speaker of the House of Reps, Rt.
Hon Aminu Tambuwal, weeks after it was withdrawn in the wake of his
defection from PDP to APC.<br />
<br />
A source at the Nigeria police headquarters in Abuja indicate that the
police will hinge its decision to do so on the emergence of Tambuwal as
the APC governorship candidate for the forthcoming elections.<br />
<blockquote class="tr_bq">
"We still believe the Speaker is not entitled to security based on his
decision to defect. The constitution is very clear on that, and we are
defending our position well in court. </blockquote>
<blockquote class="tr_bq">
"However, since Tambuwal is now a candidate of a major political party
in Sokoto, convention requires that the Police protects him. The
Federal Government takes the security of leading candidates very
seriously as such we will restore security to Tambuwal</blockquote>

and at the same time provide same for all the leading candidates in all states of the Federation. </blockquote>
<blockquote class="tr_bq">
"If the Police feels at any given time that the security of candidates
is under threat, we are bound by law to come in and provide security.
If you recall really well, the governorship candidate of the then ruling
 ANPP was murdered in Borno very close to the election, since then we
reviewed our internal security arrangements and decided to notch
security around candidates a bit high," the source told SR.</blockquote>
<br />
When asked if the same number of men earlier withdrawn from Tambuwal
will be restored, the source declined to answer, saying the only the
police high command will determine such a decision.<br />
<br />
You may wish to know that Tambuwal defeated four others to emerge APC
governorship flagbearer in his home state, Sokoto on Thursday. He will
square up with candidates of other parties in February.</div>

More special troops are being deployed to other areas in the North-East

communities of terrorists’ activities.<br />
<br />
A top military officer told PRNigeria that that desperate terrorists
looking for escape routes may wreak havoc on soft-targets in
neighbouring communities that are not affected in the military
operation.

He said: “In their attempts to escape the intensity of military
offensives, desperate terrorists have resorted to attacking soft-target
in neighbouring communities.<br />

The officer acknowledged improved understanding of the communities on
the military operation but seek for more supports from the civilian
population in identifying and exposing members of terrorists group.

"The people must be courageous and brave enough in identifying the
terrorists that are mostly known to the locals to enable the military
curtail the excesses of the insurgents.

"We are working assiduously to also tackle activities of moles, some
very young who spy for terrorists and invite them for invasion of
communities. We need the cooperation of the residents,” he concluded.

How APC Presidential Candidate will emerge Dec 10 in Lagos

</div>

<div class="separator" style="clear: both; text-align: center;">
 </div>
Moves by some strong men in the APC to move the presidential primary out
 of Lagos has failed and come 10 December. Consequently, 8,000 delegates
 are expected to participate in the convention, scheduled to hold at the
 Teslim Balogun Stadium in Surulere, Lagos.<br />
<br />
The APC four other presidential aspirants –former Vice-President Atiku
Abubakar, Kano State Governor Rabiu Kwankwaso, Imo State Governor Rochas
 Okorocha, and Leadership Newspaper publisher, Sam Nda-Isaiah – had
jointly asked for a venue outside Lagos, said to be favoured by Buhari
and a former Lagos State governor, Bola Tinubu.<br />
<br />
Atiku and three others wrote the APC National Chairman, John
Odigie-Oyegun, on Nov 27, “advising” the party chairman to retain Abuja
as the convention venue.<br />
<br />
But the APC convention committee, led by ex-Ekiti State governor, Kayode
 Fayemi, ignored the protest by the presidential aspirants and on
Wednesday announced the choice of Lagos as replacement for Abuja, the
Federal Capital Territory.<br />
<br />
On the choice of Lagos, Fayemi explained that<br />
<div>
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735&pli=1" name="more"></a><div>
his committee had been able to convince all the aspirants on the
suitability of the new venue while noting their concerns about
logistics.<br />
<br />
But a source, who pleaded anonymity, said, "The aspirants are afraid
that Lagos, being the home of a strong supporter of Buhari will give the
 person he is supporting an edge over others because the issue of
accommodation and other logistics will be easier for them (Buhari’s
camp) to address."<br />
<br />
Another source said the fears being expressed by aspirants about the
venue were not unfounded. He said, “There is news making the rounds that
 a certain leader of the party has booked most of the decent hotels in
Lagos.<br />
<br />
“The leader in question is working assiduously in favour of a particular
 aspirant, as such, having delegates within his reach at the last minute
 could alter earlier projections.”<br />
<br />
According to the source, Benin was earlier considered because “the
heartbeat of the nation” would serve the dual role of marketing the
party as a truly national party as well as selling the party to the
electorate in the South-South.<br />
<br />
It was, however, gathered that the party leadership picked Lagos because
 Benin lacked the facilities and security capability to take care of the
 huge crowd expected at the convention.<br />
<br />
On his part, Fayemi said, “For us, it is not who emerges at the end of
the day. They are all competent. They all have agenda and they all will
implement the manifesto of our party. It is how we get there.<br />
<br />
“We have not taken any decision without the input of all the
presidential aspirants, l can assure you of that. We did not arrive at
Lagos accidentally; we arrived at Lagos with the full input of all our
presidential aspirants.<br />
<br />
“Those concerns were raised about the distance, for example for somebody
 coming from Yobe as delegate or Maiduguru, those are practical issues
and we would have been surprised if the aspirants didn’t raise such
issues.”<br />
<br />
He added, “We originally wanted to hold our national convention in Abuja
 because naturally Abuja is the place to hold an event of this nature.
This is where we have always held national party conventions.<br />
<br />
“However we had identified a date to hold the party convention in Abuja
and due to some exigencies we had to change that date. It also happened
that the new date we chose now coincides with the date the PDP also
chose for their national convention.<br />
<br />
“Understandably the Eagle Square that we wanted to book had been booked for the day.”</div>
<div>
On the lleged fears of other presidential aspirants that Lagos could be
used to crown unnamed aspirants, he said the allegation was not true.<br />
<br />
“Everything we are doing is in the open and is transparent. In fact, all
 aspirants have representatives in the committee and they were part of
all the discussions that transpired before we arrived at Lagos.<br />
<br />
“So if anyone wants to suggest that this is going to be coronation to
anyone, that is news to me. We won’t use Lagos to coronate anyone. I
have the greatest respect for every aspirant but I am not the type that
can be manipulated or intimidated into working to a pre-conceived
answer, not even by the chairman of the party or any leader of the
party.”</div>

Birt said that the Island is embarking on an ongoing campaign against money laundering.<br />

BOKO HARAM: You Are Not A Muslim. You're A Terrorist

</div>
<div dir="ltr" style="text-align: left;">
<div class="separator" style="clear: both; text-align: center;">
<img border="0" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEiwJ72_NCOivweWNI5uYF6SG7t4NLhphSjEwBkZjGfR4f7KLYkHNydPW6l_Z8lEiutFXXppy7eqKkNTgXKkgcgQIj4mDhLifswMoTN_U-ImMHI16TqacKghxA0SzKIrOpgTxriiG3VQwtM9/s1600/boko-sibling2.jpg" /> </div>
<div class="separator" style="clear: both; text-align: center;">
 </div>
This quotable quote, more than anything else, captures my position on
the Boko Haram maniacs. It is taken from Season 3 of the American
political thriller, Homeland. Nicholas Brody, a retired US Marine
sergeant who had turned against his country, converted to Islam and
become a terrorist while fighting in Iraq was on the run. He was a
suspect in the bombing of CIA headquarters. A bounty of $25 million was
placed on his head. On self-exile in Venezuela, he escaped from his
overbearing "protectors", moved into a mosque and introduced himself as a
 Muslim to the Imam, who gladly received and housed him.<br />
<br />
But not long after that, the Imam discovered Brody was a fugitive
declared wanted in America for terrorist activities. The Imam
immediately confronted Brody, telling him to leave his mosque and
shouting: "You are NOT a Muslim. You ARE a terrorist!"<br />
<blockquote class="tr_bq">
That, ladies and gentlemen, is the missing jigsaw in our attitude to
Boko Haram in Nigeria. We continue to view these thugs through Christian
 and Muslim lenses rather than see them for what they truly are:
bloody-sucking terrorists from the pit of hell.</blockquote>
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a>No genuine Muslim should be proud of the activities
of these demons. No genuine Christian should rejoice at the unending
slaughter of the innocent. No true Nigerian should be happy that a
section of this country has been turned to killing fields by deranged
fanatics, who murder children and women with brainless fervour, who haul
 bombs into crowded churches and mosques.<br />
<div>
<br />
For too long, we have failed to isolate these retarded adults and treat
them as a different bunch of gangsters who are a threat to all of us
Muslims, Christians, Northerners, Southerners, PDP, APC, Jonathan,
Buhari, etc etc. When this whole madness began to unfold on a large
scale, we chose to treat it as a religious or political problem. To many
 Muslims, it was a problem for Christians  until Boko Haram went past
churches and started attacking emirs and mosques. To many Christians, it
 is "these Muslims who hate us" but we can now see that even "these
Muslims" hate fellow Muslims. The attack on the Central Mosque in Kano
last Friday is as barbaric as the one on St. Theresa's Catholic Church,
Madalla, on Christmas day in 2011.<br />
<br />
To many Southerners, terrorism is a problem for Northerners. "Let them
keep bombing themselves" is their terrible attitude. But they forget
that the victims in Abuja, Nyanya, Maiduguri, Kaduna, Kano and elsewhere
 are full-blooded Nigerians from different tongues. "Let us divide
Nigeria" is a chart-buster among some Southerners as if having
blood-drinking terrorists next door is going to be a tea party. Ask
Kenya about the al-Shabab menace in neighbouring Somalia. Ask Turkey
about the hazard of ISIS in Iraq. Ask Mali about the fall-outs from the
fall of Muammar Ghaddafi in Libya. It is pure ignorance to think that
leaving innocent Northerners at the mercy of these lunatics is a great
idea when they will eventually share border with you if your dream of
breaking up Nigeria comes true.<br />
<br />
The politicisation of Boko Haram is absolutely odious and horrendous. On
 the one hand, the All Progressives Congress (APC) sees it as a
publicity tool to win votes by highlighting how clueless the PDP-led
government is. A party chieftain once said APC would end Boko Haram
within three months if voted into power. That easy? On the other hand,
the Peoples Democratic Party (PDP) has been trying to demonise APC as
the sponsors of Boko Haram all because of 2015. And I keep saying: if
PDP is sure APC is behind terrorism, is it not the job of government to
arrest and prosecute the suspects? Does the PDP government have a game
plan to defeat terror? Is the game plan working? That should be their
preoccupation rather than demarketing APC.<br />
<br />
For too long, we have had a wrong attitude towards Boko Haram. We
underestimated the problem. We played politics with it. We have been
pointing fingers back and forth. We have been propounding all sorts of
senseless theories. The only theory that I understand, and I will
continue to say this, is that Boko Haram is a committee of vampires.
They display their insanity by hiding behind religion, but they easily
lose the case when even Muslims become their prey. What point are they
making by killing worshippers at a Jummat service? What God do they
believe in that takes pleasure even in the death of Muslims like them?
The only sensible conclusion is that these hooligans are not Muslims.
They are terrorists.<br />
<br />
What exactly do these guys want? I have been monitoring and analysing
Boko Haram's pronouncements since the emergence of Abubakar Shekau as
their leader in 2009. He has never suggested ceasefire or complained
about poverty or lack of infrastructure. He has been incredibly
consistence with his mission statement: to establish an Islamic
caliphate and get rid of the infidels. Infidels, in this case, are not
just Christians who, in any case, are their natural targets ─ but
Muslims who do not share their bestial brain. From the very beginning,
he said he had a divine mandate to kill human beings "like chickens". He
 said the Nigerian system is anti-Islam and he had a divine call to
cleanse the land. He has said this again and again and again.<br />
<br />
If we are wise enough, it should be clear to all by now that we are not
dealing with a religious problem, even if it has a religious content. We
 are not dealing with a political problem, even though they have a
political message. We are not dealing with a regional problem, even if
the North-East happens to be their base. We are dealing with a security
problem. A national security problem. A problem that spares no one. We
saw this problem start in the backyard of Maiduguri. It became a Borno
problem. It became a regional problem. They started with swords and
daggers. Now they are using bombs. They started with hit-and-run. Now
they are in command of towns and villages.<br />
<br />
If we are to learn from the pattern of insurgency around the world, what
 we are seeing is just an introduction. Nobody knows the next frontier.
Nobody knows their next strategy. And nobody is safe. Nowhere is safe.
That is why it hurts me to my bones when we play politics with this
insurgency. It hurts me to my soul that we cannot see beyond our nose.
It hurts me deep when we introduce 2015 and regionalism and bigotry into
 this unambiguous national security tragedy. What we have in our hands
is, evidently, a copycat of Al-Qaeda, Taliban, ISIS, name them ─
funded, equipped and motivated by forces who have a global terror
agenda, headlined by Osama bin Laden in the last decade.<br />
<br />
Fellow Nigerians, I am convinced beyond reasonable and unreasonable
doubt that this Boko Haram lunacy can only be tackled when we take away
the religious and political veil from our face. We need the buy-in of
every Nigerian to confront this insanity. We need the political class
across the divides. We need Nigerians of all religious persuasions. We
need a national consensus to cast out these devils. They are not
Muslims. They are terrorists.<br />

<div>
During the last few days, Nigeria has suffered intense attacks and grave
 loss of lives due to the evil work of terrorist group, Boko Haram.</div>
<br />
Attacks against numerous locations in the northeast demonstrate how
heinous and debased Boko Haram and those who sponsor it have become. So
depraved, they have become heartless and filled with enmity against all
that is good and proper. This was not the act of human beings. These
attacks could only have come from the hands of those who do not know God
 or Serve God. This is the act of godless people.<br />
<br />
The hand of evil, deploying those who have given themselves over to
wickedness, committed this terrible thing. No reason can be found for
what was done except that Boko Haram has once again shown its lust for
innocent blood and its disdain for life peacefully lived. Boko Haram
killed people praying to God because the god of Boko Haram is Satan
himself.<br />
<blockquote class="tr_bq">
Boko Haram seeks to scare and intimidate Christian and Muslim alike through wanton destruction. <span style="color: blue;">They may attack us but never shall this evil force subdue us.</span> Christian and Muslim must stand arm-in-arm to face down this terrorist onslaught.</blockquote>

Those of us who love peace, who love unity and who love Nigerian can
never allow this vile group to achieve its objective – to turn us into a
 bloodied and divided nation. Nigeria can and will defeat this terrorist
 machine and those behind it. We have no other home. We have no other
choice.<br />

<br />
I commiserate with the people of Kano and their Emir, Alhaji Muhammadu
Sanusi. Also with the leaders and people of other locations that have
come under attack such as Bauchi, Borno and parts of Yobe.<br />

The political atmosphere in Nigeria's capital city, Abuja, is set to
experience some serious heat, as the man in charge of the House of Reps
and the number four citizen in Nigeria is set to take a very bold step.<br />
<div>
</div>
<div>
Speaker Aminu Tambuwal has concluded his nationwide consultation to
decide his political direction ahead of the 2015 political dispensation.
 Impeccable sources close to the speaker disclosed that he is ready to
make the move from the Peoples Democratic Party (PDP) to the All
Progressives Congress (APC), adding that the declaration will most
likely happen on Tuesday when the House resumes plenary.</div>
<div>
</div>
<div>
Tambuwal had told the media that he can't leave his people of Sokoto who are now in APC:</div>
<div>
<blockquote class="tr_bq">
“I am still consulting my primary constituency on these crucial matters
which affect me, Sokoto State and Nigeria generally. I will come back
and engage my people. All politics is local and I will make my final
stand on these topical issues known to Nigerians at the most appropriate
 time.”</blockquote>
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a><br />
However, the need for him to now make his political plan known is
largely influenced by the fact that the APC’s timetable for it
presidential primaries has been fixed for December 2, leading to the
February 14 general elections. His defection this week is to give him
enough time to declare, pick his form, and mobilise his structure.<br />
<br />
According to the APC timetable (which might be modified), the expression
 of interest forms for all offices will go on sale from October 6. Those
 interested in seeking the party’s nomination to stand in the
presidential, governorship, senatorial, House of Representatives and
Houses of Assembly elections are expected to pick their forms between
October 6 and 19.<br />
<br />
The sale of nomination forms to presidential aspirants will commence on
October 20 and end on November 6, while screening of presidential
aspirants is slated to take place between November 10 and 13, and
November 14 and 15 will be for appeals. The party’s national convention,
 where the presidential candidate will be picked, holds on December 2.</div>
<div>
</div>
<div>
Sources say Tambuwal will either go for the Presidency or the Governorship of Sokoto State under APC.</div>

Support
for the re-election bid of President Goodluck Jonathan came yesterday
from the least expected quarters as Chairman of the Northern States
Governors’ Forum, Dr. Babangida Aliyu, openly declared that there is no
vacancy in Aso Villa in 2015, especially for aspirants in the Peoples
Democratic Party (PDP).<br /> <br /> Aliyu, who played a prominent role in
the now defunct G7 Governors generally seen as working for the
emergence of a northern president in 2015, made the categorical
statement in Minna when some youths under the aegis of Babangida Aliyu
Youth for Peace Initiative, called on him at Government House where they
 urged him to contest the 2015 presidential election on the platform of
the PDP.<br /> <br /> Mr. Inienimi Agiri, who led the youths, had told the
governor: “Now that by tenure and sheer leadership for development
capacity, you are most qualified for national service, we feel-duty
bound to also make a clarion call on your humble and hard working self
to respond to the earnest yearning of the patriotic youth of Nigeria
for a focused service to the entire citizens of this country by
accepting to present yourself as an aspirant for the 2015 presidential
election.”<br /> <br /> Reacting, Governor Aliyu said: “As a loyal party
man, we will watch as things unfold in the PDP. But for now, we have an
incumbent in place and usually, the incumbent, no matter his level of
performance; you will not want to remove him. I believe the PDP will
want to offer him that position and so for 2015, there is no vacancy in
Aso rock.”<br /> <br /> He, however, added that everyone in the PDP would
wait until the president made his intention known on the issue of
second term before any scrambling could begin for the position,
especially if he acted in the negative.

The Military authorities have retired the former General Officer
Commanding 7 Division of the Nigerian Army in Maiduguri, Maj. Gen.
Abubakar Mohammed. He was released to go quietly.<br />
<br />
Investigations by Punch revealed that Mohammed was retired after he was
recalled to the Headquarters of the Nigerian Army without posting for
months after the soldiers’ attempt on his life.<br />

public; issues of retirement especially in the military are
confidential. The man was at the Army headquarters for some time. He was
 awaiting posting then but he was eventually retired about a month
ago.”</blockquote>

President Goodluck Jonathan on Tuesday held a closed-door meeting with
some security chiefs over the $9.3m arms deal that was busted in South
Africa. According to Presidency a source, Jonathan demanded “full
briefing” on how South African security impounded the cash in the
private jet.<br />
<br />
South African police said yesterday that it investigating the cash haul –
 because the money was more than the amount travellers can bring into
the country. The cash was found stashed in the luggage of the two
Nigerians and the Israeli, Eyal Mesika.<br />
<br />
The bags were searched “after customs detected irregularities in the luggage,” and they found money.<br />
<div>
<blockquote class="tr_bq">
“<span style="color: black;">Although various explanations about the money were given...these explanations were flawed and riddled with discrepancies,” said South Africa’s prosecution authority spokesman Nathi Mncube.</span></blockquote>
But in their meeting with Jonathan, security chiefs claimed that the arms deal is “legitimate”.<br />
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a><br />
A highly-placed Presidency source told The Nation: “For more than five
hours, the President met with some intelligence and security chiefs on
the arms deal. The security chiefs took time to explain that urgent
security issues warranted the direct purchase of the arms.<br />
<br />
“The President opted for full briefing to avoid any backlash on his
administration. It will also assist the government to come up with a
clear position to the public. Now that the Presidency has the details,
it is left to the government to clarify things. When the government
speaks, you will get the details of what transpired on the $9.3million
arms deal.”<br />
<br />
Based on diplomatic understanding, the aircraft, a Challenger, and the crew have been released.<br />
<br />
It would be recalled that the cash, packed in 90 blocks of $100,000
each, was discovered on September 5 in two black plastic suitcases,
prosecutors said.<br />
<br />
“The money was detained as it was undisclosed, undeclared and above the
prescribed legal limit for bringing cash into the country,” said South
African authorities.</div>

A private jet seized weekend by South African authorities with a stack
of $10 million in cash meant for arms purchase, belongs to the head of
the Nigerian Christian community, the aviation ministry confirmed
Tuesday. </div>
<div>
Pastor Ayo Oritsejafor’s church also confirmed the ownership in a
separate statement Tuesday. But the church said the pastor has a
“residual interest” in Eagle Air, a company that manages the aircraft. </div>
<div>
</div>
<div>
“On behalf of Pastor Oritsejafor, we can confirm that although he holds
an interest in Eagle Air, the aircraft in question is not operated by
Pastor Oritsejafor,” the statement by The Word of Life Bible Church
said. </div>
<div>
</div>
<div>
<div>
Aviation Minister, Osita Chidoka, supported the claim that:</div>
<div>
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a></div>
<div>
Pastor Oritsejafor, the president of the Christian Association of
Nigeria, CAN, had however leased the jet to another party. The minister
made the clarification to Premium Times.</div>
</div>
<div>
</div>
<div>
The aircraft was leased to, and is operated by Green Coast Produce
Limited since August 2, the statement added. In an earlier statement,
Eagle Air Company admitted ownership of the jet held in South Africa for
 conveying $9.3 million cash for alleged arms deal. </div>
<div>
</div>
<div>
Two Nigerians and an Israeli were caught with the money allegedly meant
for buying and supplying weapons to the Nigeria intelligence services.
City Press, a South Africa-based newspaper had reported that the trio,
who are already facing investigations, landed at Lanseria International
Airport, Johannesburg on September 5, in the jet from Abuja with the
money loaded in three suitcases. </div>
<div>
</div>
<div>
Spokesperson for South African Revenue Service, Adrian Luckay, confirmed that they've taken charge.</div>
<div>
</div>
<div>
Back to the ownership of the Private Jet and its operation:</div>
<div>
The management of Green Coast Produce Company Limited confirmed the
aircraft was leased to it, saying such transactions were normal in the
aviation industry. <span style="color: black;">The company explained
that the aircraft was in turn hired from it by one John Ishyaku and
therefore would not be liable for any alleged infractions either in
Nigeria or South Africa after the hire.</span></div>
<div>
</div>
<div>
The company’s director, Shima Adun said in the statement that “On the
5th of September 2014 the aircraft was hired from us by a John Ishyaku.
The charter to John Ishyaku was upon the following documented terms: (a)
 Depart Abuja-Johannesburg on the 5th of September 2014 (b) Return to
Abuja on the 6th of September 2014 (c) To wait and return with the
passengers”. </div>
<div>
</div>
<div>
The company said as with every other aircraft charter company, its
knowledge of the cargo carried on the aircraft was in accordance with
the information provided by ABC Limited. “All cargoes were accompanied
by passenger who could readily defend the contents. We are not and
cannot be privy to any alleged extraneous cargo transported on the
aircraft other than that declared in the agreed terms of hire,” the firm
 said.</div>
<div>
</div>
<div>
“We are not liable and cannot be construed as a party to any alleged
infractions, either in Nigeria or South Africa as the case may be, after
 the hire of the aircraft,” it added.</div>
<div>

That is Naija for you. The blame game is on...soon the next man will mention another name. I dey laff o!</div>

<span style="font-size: medium;"><span style="font-family: Georgia,"Times New Roman",serif;">An
 end to examination malpractice in the country appears to be in sight.
In its bid to tackle this menace, the management of West African
Examinations Council (WAEC) has introduced two new ICT devices to curb
the malaise with stakeholders describing the development as a major
breakthrough to combat exam fraud.<br /><br />Daily Sun gathered that one of
 the initiatives was used during the May/June 2014 West African Senior
School Certificate Examination (WASSCE) while the second one would be
introduced during the Nov/ DEC 2014 WASSCE.<br /><br />WAEC Head of National
 Office (HNO), Mr. Charles Eguridu, told Daily Sun that the devices were
 meant to check exam malpractice, saying that the measures were approved
 by the Nigeria Examinations Committee (NEC) at one of its meetings.<br /><br />The
 decision by NEC to support WAEC management to introduce the two ICT
devices followed continued increase in exam fraud committed by
candidates in both the May/June and Nov/Dec WASSCE and in some cases
aided by the invigilators, school management or hired agents or parents
who funded such illegal acts.<br /><br />In the last five years, WAEC had
withheld thousands of results because of candidate alleged involvement
in examination malpractices while NEC which meets twice in a year, has
cancelled many results and even certificates and has also banned schools
 found wanting while directing state ministries of education to sanction
 principals and teachers who were indicted during either the May/June or
 Nov/Dec WASSCE.<br /><br />In the Nov/Dec 2012 WASSCE, 47,289 candidates’
results, representing 11.04 per cent out of 413,266 of those who sat for
 the private candidates’ exam were withheld for various cases of
examination malpractice. In the May/June 2012 WASSCE, the exam body
withheld the results of 112,865 candidates, representing 6.5 per cent
out of 1,689,188million who wrote the school exam for exam fraud.<br /><br />The
 National Examinations Committee (NEC) of the council after its meeting
which deliberated on the conduct of the May/June 2012 WASSCE withdrew
recognition for 113 secondary schools nationwide, as sanctions for exam
fraud while results of 30,654 candidates were cancelled.<br /><br />In the
Nov/Dec 2013 WASSCE, 38,260 candidates, representing 12.88 per cent of
308,217 who sat for the exam was withheld in connection with various
cases of examination malpractice. In the May/June 2014 WASSCE, 145,795
candidates (8.61 per cent) out of 1,705,976million students had their
results withheld for different types of exam fraud.<br /><br />Worried by
the continuous increase in examination malpractice in both the school
and private candidates’ exams, WAEC NEC approved the introduction of the
 two ICT devices to curb the menace and give credibility to examinations
 being conducted by the council. And already, WAEC management has test
run one of the tools.<br /><br />According to WAEC HNO, Mr. Eguridu, the
council introduced the use of Candidates Identity Verification,
Attendance, Malpractice and Post Examinations Management Systems
(CIVAMPEMS) to monitor candidates in the exam halls. He said that the
ICT tool was used for the first time during the May/June 2014 WASSCE,
describing the device as a timely approach to a more effective
administration of exam day process.<br /><br />WAEC said CIVAMPEMS would
seek to address and record real time-examination-day processes,
capturing and recording events/ occurrences as they happen, with the
ability to report them in a timely manner, availing users of the system
access, reliable data and post examinations reports. The ICT tool works
using the mobile, handheld terminal, REFID Smartcards and UV torch
light.<br /><br />Another special feature of the CIVAMPEMS was that the
device could produce students’ subject information while the invigilator
 or supervisor could use it to register candidates’ attendance at
examination and record malpractice committed by students during exam as
well as confirm examination code and handle candidates without cards.<br /><br />The
 second ICT device to be introduced during the Nov/Dec 2014 WASSCE was a
 Mathematical instrument with in-built scientific calculator which would
 stop the use of unapproved calculators and mobile phones. Daily Sun was
 told that exam fraud increased following the introduction of cell
phones in the country as candidates stored worked answers or received
information from their agents outside while the examination was on.<br /><br />Eguridu
 told our correspondent after the release of the May/June 2104 WASSCE
the two ICT devices were approved by NEC which were meant to tackle
examination malpractice and was pleased with the results from the
deployment of the CIVAMPEMS noting that “the data it sent was wonderful
and have been stored. It captured real-life situation during the school
exam.<br /><br />While releasing the school exam results, the HNO said with
effect from the May/ June 2014 WASSCE, the council introduced CIVAMPEMS
adding that “this ICT-driven device enables supervisors and staff of the
 council on duty, to address and record the processes in real time on
the day of the examination. These include identity verification,
capturing and recording occurrences as they happen, such as candidates’
attendance and examination malpractice and transmit same to our data
base. With this, the council is able to generate valid examination
reports for each examination centre.<br /><br />“Furthermore, the council,
beginning with the Nov/Dec 2014 WASSCE, in order to maintain uniformity,
 guard against malpractice and improve standards, has designed and is
introducing customised, transparent Mathematical sets, with in-built,
non-programmable scientific calculators, which conform to the rules and
regulations of its examinations.”<br /><br />He warned prospective
candidates, for both the May/June and Nov/Dec WASSCE diets, to note
that, henceforth, bringing in any other non-approved Mathematical set or
 calculator into examination halls would not be allowed. Models of the
WAEC-customised mathematical set would be made available to schools to
assist them in preparing their candidates for the council’s
examinations.<br /><br />The HNO further added that the council, with effect
 from 2014 WASSCE, was introducing biometric-enabled certificates. Each
certificate would have a QR code with details of the candidate’s
biometric features and actual grades encrypted.<br /><br />The Proprietor of
 Royal Academy, Ibadan, Chief Laide Oluwaseun, in a phone interview on
the introduction of the two ICT devices commended the management of WAEC
 for taking the initiative to curb examination malpractice stressing
that “monitoring candidates in the exam halls using the device will go a
 long way to reduce the incidence of exam malpractice. For the
Mathematical set, it will stop students going into the halls with their
mobile phones.”<br /><br />Tunde Adeola, an SS 111 student of Famous
International School, Ikotun, Lagos, said he was not aware of the two
new ICT devices but welcomed the introduction of the devices by WAEC
stressing that it would help to check exam fraud by candidates, schools
and even some invigilators who aided and abetted examination
malpractice.<br /><br />The Mathematical instrument with in-built scientific
 calculator was used by candidates who sat for the last WASSCE starting
with Economics paper 1 and 2. Despite the warning not to bring their
calculators to the exam hall, many of the private candidates came along
with the devices and had them seized.<br /><br />Eguridu told Daily Sun
while monitoring the last WASSCE that supervisors and invigilators did
not adhered to the instruction to give out the Maths set to the
candidates as witnessed in some exam centres visited by WAEC management
stressing that “we did give it to the candidates at the point of sale of
 the exam forms because we don’t want cloning and candidates planting
unwanted or prepared items inside.”<br /><br />From the excitement on the
faces of WAEC management after the introduction of the CIVAMPEMS in the
May/June 2014 WASSCE, it is obvious that the two ICT devices would go a
long way in curbing examination fraud and also putting schools in check
to avoid being blacklisted by NEC.</span></span><br />

<span>President Goodluck Jonathan has assured Nigerians that his administration</span><br />
<div class="v">
<wbr></wbr><span class="word_break"></span> is doing every thing possible to tackle the security challenge in the country, urging them not to lose faith.<br /> <br />
 The president’s appeal came on the heels of report of Boko Haram sect
making in road into the country and allegedly capturing some towns in
Borno, Yobe and Adamawa states.<br /> <br /> Jonathan, who described
insurgents as enemies of progress, called on Nigerians to support his
administration to build a peaceful and prosperous nation.<br /> <br />
Represented by the Minister of Agriculture, Akinwunmi Adesina at the
dedication and commissioning of the Citadel & Towers, National
Transformation Centre by House on the Rock, in Abuja, at the weekend, he
 said: “We need to arise and pray for and encourage our security forces.
 God is with Nigeria and we shall overcome. Like a citadel, like a
tower, Nigeria is rising.<br /> <br /> “Nigeria is a great nation and has
tremendous potential, which requires all hands to be on deck to unlock.
 Nigeria is rising; it is today the largest economy in Africa. Our
economy is robust, as we continue to diversify.”<br /> <br /> He said his
administration was already working on fixing the critical sectors like
the rails, road network, modernising airports and improving the
nation’s education and health systems, all aimed at bequeathing to the
generations coming behind a viable country.<br /> <br /> Commending House
on the Rock for its vision, drive and commitment towards nation
building and building a generation of great leaders, Jonathan described
the church building as an architectural masterpiece and commended the
resident Pastor, Goodheart Obi Ekwueme for putting up the edifice.</div>

President Jonathan is Afraid of Boko Haram ––Tam David-West

Former Minister of Petroleum, Prof Tam David-West, has berated President
 Goodluck Jonathan for failing to address the security situation in the
country.<br />
<br />
David-West said he was convinced that Jonathan was afraid of Boko Haram
that was why he refused to visit the parents of the schoolgirls that
were kidnapped in Chibok, Borno State over four months ago.<br />
<blockquote class="tr_bq">
He said, “Anyone that is complacent about the state of affairs in the
country is an enemy of Nigeria. It is a terrible situation and we should
 be ashamed, President Jonathan should be ashamed. He is the
Commander-in-Chief and the number one security officer and citizen of
the state."</blockquote>
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a><br />
David-West said it was wrong of Jonathan to have invited the parents of
the Chibok girls to Abuja instead of going to Chibok to visit them,
adding that going to visit them would have given both the parents and
Nigerians a psychological boost.<br />
<br />
The former minister said this during an interview with Sahara TV.<br />
<br />
He said Jonathan had no right to seek a second term in office and urged
Nigerians to rise against bad governance. He said it was unfortunate
that more Nigerians were being abducted by terrorists.<br />
<br />
He described as shocking, the takeover of several towns by Boko Haram members.<br />
<br />
“Over 200 of your girls taken away from your territory for the past
three months and you are still talking. First, you are not even sure,
his wife said nothing happened, then he also did not believe that
anything happened and later he changed and said he knows where they are.
 If you say you know where they are, why can’t you save them?<br />
<br />
“With all the security forces in the country, you cannot bring them. Our
 President is afraid of Boko Haram. He claimed they have infiltrated his
 cabinet and isn’t he ashamed? Since you know they have infiltrated your
 cabinet, why don’t you expose them?<br />
<br />
“Up till now, he has not gone to Chibok and when he made that cosmetic
move to see them, he invited the parents to come to Abuja and when they
were going, he gave them money which has now been exposed and that is
why Boko Haram has been so because they know that the President is
weak.”<br />
<br />
David-West said even though he is Jonathan’s kinsman, he would not turn a blind eye to the incompetence of his administration.</div>

There is fire on the mountain. The Boko Haram fundamentalist sect has
seized five North-Eastern towns in a space of five days, killing
hundreds and leaving thousands of residents fleeing for safety as it
continues its quest to establish a caliphate in the country.<br />
<br />
The towns captured within the last few days included:<br />
<div>
Bara, Banki and Gulak in Borno State, while Madagali and Bama were seized in Adamawa State.<br />
<br />
Bama was seized by the rampaging terrorist group on September 1 and
Banki overran the next day. On the 3rd day of September, Bara, another
town in the North-East was captured by the invading Islamist militants.
Gulak and Madagali fell to the militants on Saturday.</div>
<blockquote class="tr_bq">
The Secretary to Adamawa Government, Prof. Liman Tukur, on Saturday
confirmed the capitulation of Gulak and Madagali. During the attacks, <span style="color: #cc0000;">the sect reportedly burnt down the residence of a former Special Adviser to the President on Political Matters, Dr. Ahmed Gulak</span> in Gula.</blockquote>

So, what happened to all the sweet talks from Nigerian military and the Federal Government?<br />
<a href="https://www.blogger.com/blogger.g?blogID=6589160015449763735" name="more"></a><br />
Data from different population websites show that the five towns have a
combined population figure of 170, 743; Bama -118,121; Madagali -12,919;
 Bara -11,673; Banki - 4,935; Gulaki -23,095.<br />
<br />
Earlier in July, the sect had displaced thousands of people after it
seized six other towns in Borno and Yobe states. The towns included
Dikwa -29,026; Buni Yadi -4,768; Gamboru Ngala -240,000; Gwoza -15,176;
Damboa -233,200 and Marte -15,707 with a total population of 537,877.<br />
<br />
Another source also said the rampaging insurgents razed the residence of
 the acting Governor of Adamawa State, Adamu Fintiri in the town. Both
Gulak and Fintirin are indigenes of Gulak community.</div>
<div>
<br />
Reports from Michika, headquarters of Michika local council which
borders Madagali local government area, showed that residents of some
villages were fleeing to Uba, Mubi and Yola towns out of fear of
possible attacks.<br />
<br />
Prof. Liman Tukur in a statement said the insurgents killed and
displaced many people in the towns during their attacks. He said, “It
has come to the attention of the Adamawa State Government that
insurgents are now in Gulak, the headquarters of Madagali Local
Government Area and had killed and displaced scores of people.<br />
<br />
“On behalf of the people and government of Adamawa, we deeply sympathise
 with the people of Gulak and other surrounding villages and towns whose
 areas have been overran by insurgents.<br />
<br />
“The concomitant effects of the insurgency like displacement of whole
villages and towns create multitudes of internally displaced persons
whose management and welfare, the government is left to bear.”<br />
<br />
Punch's efforts to get the Director of Defence Information, Maj. Gen
Chris Olukolade, to comment on the new developments in Adamawa were not
successful as calls to his mobile phone did not connect.<br />
<br />
Also, Olukolade had not responded to a text message on the issue as of the time of filing this report.<br />
<br />
However on Friday, the Defence Headquarters issued a statement to
reassure Nigerians that the insurgents would be flushed out of Bama and
Gwoza.<br />
<br />
The statement says, “Everything will be done to reverse the situation
and defeat the rampaging terrorists. It is necessary to reassure all
that the Nigerian Armed Forces is more than ever determined and
committed to the defence of the sovereignty and territorial integrity of
 Nigeria, regardless of any odds. It is not only the pride and
reputation of the military that is at stake but that of the entire
nation.”<br />
<br />
At this point that Boko Haram is now taking over towns with impunity, we really need help.</div>
