The Presidency has said there is no part of the world where the 
President resigns during an ongoing war. It therefore challenged the 
leadership of the All Progressives Congress to tell Nigerians where such
 has ever happened.<br />
<br />
This was the Presidency's reaction to the demand by the APC leadership, 
including its National Leader, Asiwaju Bola Tinubu, that President 
Goodluck Jonathan should resign due to the on-going war the members of 
the Boko Haram are waging on Nigeria, saying Jonathan is incompetent.<br />
<br />
Reacting on behalf of the President, his Senior Special Assistant on 
Public Affairs, Dr. Doyin Okupe, in a statement in Abuja on Thursday, 
asked Nigerians to ignore such calls.<br />

The statement from the Presidency reads:<br />

Progressives Congress, Senator Bola Tinubu, that President Goodluck 
Jonathan should resign from office as a result of the activities of 
insurgents in the north-eastern part of the country, has once again 
shown beyond doubt that the former Lagos State governor and his 
colleagues in the opposition are a bunch of political anarchists and 
charlatans blinded by an unbridled appetite for power.<br />
<br />
“The assertion by Tinubu at a political rally in Ilorin, Kwara State on 
Wednesday that in ‘civilised’ societies, the President should have 
resigned is unfounded and lacking in historical precedence.<br />
<br />
“We challenge him to tell Nigerians which part of his ‘civilised’ world 
has there been a call on a President to resign during an on-going war.<br />
<br />
“When terrorists attacked the United States of America in September 
2001, the leaders of the Democratic Party did not demand a resignation 
of President George Bush but rather they rose in defence of the American
 nation to support the various measures taken by the President to defeat
 the al Qaeda terrorists.”<br />
<br />
He added that it was particularly sad that the leaders of the APC would 
mount every available podium to pour invectives on the President and 
ridicule members of the Armed Forces of Nigeria who were in the 
battlefield against terror.<br />
<br />
“Telling the President to resign because of an ongoing insurgency is the
 height of insensitive, indecorous and bad politics which ought to be 
roundly condemned by every patriotic Nigerian,” he added.<br />
<br />
Tinubu has however insisted that any President who can't secure his people has no business in office.</div>

The Lagos State Police Command has arrested a Divisional Police Officer,
 SP Oladipo Afolayan, for allegedly r*ping a woman in his office. He is a
 Superintendent of Police and had only been recently posted to the 
Magodo Police Post when the incident occurred.</div>

It was learnt that the woman he allegedly r*ped was a suspect in an 
ongoing investigation. It was gathered that following a report by the 
victim, SP Afolayan was arrested and taken to the Commissioner of Police
 in charge of Lagos State, CP Cornelius Aderanti.<br />
<br />
CP Aderanti was said to have also reported the matter to the Assistant 
Inspector General of Police, Zone 2 Command, AIG Umar Manko.<br />
<br />

When contacted, the Police Public Relations Officer, Kenneth Nwosu, said:</div>

“Yes, we are investigating an allegation like that. As a result of the 
sensitivity of the matter, it would be too soon to come to a conclusion.
 The stance of the Commissioner of Police is not to condone any act of 
indiscipline whether from the public or from our men.</blockquote>

“Therefore, when investigations are concluded, and the officer is found

According to Punch, the matter was transferred to the X Squad, a 
department at the state command which is in charge of investigating 
police crimes and misdemeanours.</div>

When our correspondent visited the Magodo Police Post on Thursday, policemen on duty refused to comment on the matter.<br />
<br />
It was, however, learnt that after taking his statement, the X Squad 
transferred the DPO and the case file to the State Criminal 
Investigation Department for further investigation.</div>

This sad development comes a few months after another Lagos DPO, Mr. 
Adekunle Awe, was arrested for allegedly raping a woman, Idowu 
Akinwunmi, in his office at the Onikan Police Division.</div>

The political storm is gathering and the gladiators are all out against 
themselves. The ripples generated by last Saturday’s PDP ward congresses
 appear not to be abating as strong indications have emerged that the 
leadership of the ruling PDP is under intense pressure to cancel the 
exercise across the nation.<br />

Curiously, Bayelsa, the home state of President Goodluck Jonathan, 
appears worst hit by the challenges that were thrown up by the 
controversial congresses.<br />
<br />
Unless urgent steps are taken, Bayelsa may witness another round of 
crisis as Governor Seriake Dickson has resolved to stop all National 
Assembly members as well as state lawmakers from seeking re-election in 
2015 and this is already creating tension in the state.<br />

Stakeholders of the PDP, allegedly supported by Governor Dickson, had 
four weeks ago purportedly adopted a zoning formula across the state for
 elective offices in 2015. Curiously, the zoning of the offices saw to 
the shutting out of all current National Assembly members from the 
state.</div>

The federal lawmakers are Senators Emmanuel Paulker (Bayelsa Central), 
Heineken Lokpobiri (Bayelsa West) and Clever Ikisikpo (Bayelsa East). 
Those in the House of Representatives are Foingha Jephthah 
(Nembe/Brass), Henry Ofongo (Southern Ijaw), Warman Ogoriba 
(Yenegoa/Kolokuma-Opokuma), Dr Stella Dorgu (Sagbama/Ekeremor) and Nadu 
Karibo (Ogbia).<br />
<br />
Apart from Dorgu, all the affected lawmakers had conducted parallel 
congresses to protest the handling of PDP ward congresses by the 
governor. Their supporters have equally vowed to make the state 
ungovernable if PDP national leadership and President Jonathan did not 
intervene quickly enough.<br />
<br />
This development is coming on the heels of moves by Governor Dickson to 
stop all, except two, of the state House of Assembly members from making
 a return to the assembly in 2015 on the party’s platform. The favoured 
two are the majority leader, Hon Peter Akpe(Sagbama 2) and Hon Daniel 
Igali (Southern Ijaw 3).<br />
<br />
By implication, the speaker, Hon Benson Konbowei, an ally of the 
governor who was the arrow head of the controversial zoning against the 
return of Senator Paulker, has also been edged out in the unfolding 
political drama.<br />
<br />
The state government and PDP leadership in the state have debunked the report.<br />
<br />
But a PDP chieftain, who craved anonymity, LEADERSHIP Friday learnt, who
 had led a delegation of PDP stakeholders to meet with the president 
over the brewing crisis in Bayelsa, said that the ruling party was not 
just being threatened but the peace of the entire state was at risk.<br />
<br />
The source, a former member of the National Assembly, said, “The brewing
 crisis within the PDP in Bayelsa State is not just a party affair; if 
care is not taken, it could lead to other political upheavals with the 
capacity of threatening the peace of the state.<br />
<br />
“I can tell you that the reason some of us came to see the president 
today is to brief him adequately on the matter because the impression 
being created by the governor – that all is well – is erroneous; it can 
lead to something else.<br />
<br />
“For those of us who have had the opportunity to serve in the National 
Assembly before, we know the importance of ranking; it is unfortunate 
that the governor has decided to ignite this needless crisis just 
because he is afraid of the popularity of some persons. The fresh people
 the governor is grooming for the National Assembly will at best need 
about two or three years before they can fit into the scheme of things 
and this is dangerous for the president himself. We cannot afford to 
waste experience,’’ he said.<br />
<br />
One of the senators whose seat is seen as a target in the controversial 
zoning, Senator Heineken Lokpobiri, confirmed the fact of a brewing 
tension but appealed to all concerned to eschew violence.<br />
<br />
“Yes, it is true that most stakeholders are very unhappy with the 
purported zoning being orchestrated by the governor. It is normal for 
people to be aggrieved, especially when an apparent case of injustice 
has been meted out by those who have no reason to play God in people’s 
lives.<br />
<br />
“However, my appeal to all our supporters is to avoid what could 
precipitate crisis and violence both in the PDP and the state in general
 because we believe that Mr. President will not allow this to go 
unchecked; we are sure he will intervene and timeously too,” Lokpobiri 
said.<br />
<br />
Meanwhile, it has emerged that state lawmakers, led by the speaker, Hon.
 Kombowei Benson, have pulled out of an earlier agreement with the 
Governor Seriake Dickson-led Restoration Caucus to demand that they be 
given automatic return tickets in 2015.<br />
<br />
The anger of the State Assembly members stem from the move by the 
governor to install some of his aides and those termed Restoration Boys 
as state lawmakers in 2015.</div>

The All Progressives Congress (APC) has said the presidency needs a 
refresher course in history if it is not aware that a leader has had 
cause to resign in the course of a war being fought by his country in 
order to change the course of the war.<br />
<br />
In a statement issued in Abuja on Friday by its National Publicity 
Secretary, Alhaji Lai Mohammed, the party reminded the presidency that 
Neville Chamberlain resigned as British Prime Minister on May 10th 1940 
after Adolf Hitler forced the allies to retreat from Norway.<br />
<br />
''According to available information, Chamberlain led Britain through 
the first eight months of World War II but had to resign after the 
Allies were forced to retreat from Norway, because of his belief that a 
government supported by all parties was essential for the unity needed 
to defeat Adolf Hitler. The resignation paved the way for Winston 
Churchill who later became the hero of the War,'' it said.<br />

APC therefore said the call by Asiwaju Bola Ahmed Tinubu on President 
Goodluck Jonathan to resign in view of the widespread insecurity in the 
land and the fact that some parts of Nigeria are now under occupation by
 terrorists is neither extraordinary nor unprecedented.</blockquote>

''The call by one of our leaders is about taking responsibility. 
President Jonathan is the Commander-in-Chief of the Armed Forces of the 
Federal Republic of Nigeria. If under his watch Nigerian territories are
 being annexed progressively by insurgents, and all that he has 
demonstrated so far is sheer cluelessness and incompetence, it is time 
for him to take responsibility and quit in the national interest, to 
pave the way for a leader who can lead the country to victory,'' the 
party said.<br />
<br />
It said all the blame game and name calling by the presidency, targeted at the opposition, constitute a mere distraction.<br />
<br />
''The presidency is right to say that when terrorists attacked the US in
 September 2001, the leaders of the Democratic Party did not demand a 
resignation of President George Bush but rather they rose in defence of 
the American nation to support the various measures taken by the 
President to defeat the Al-Qaeda terrorists.<br />
<br />
''What the presidency forgot to say, however, is that Americans would 
not have rallied behind then President Bush if he had been photographed 
snuggling with any sponsor of Al-Qaeda as President Jonathan did with 
one of the alleged sponsors of Boko Haram in Chad. Americans would not 
have rallied behind Bush if 9-11 had occurred not just once but twice or
 thrice, because it would have shown that the President is simply 
incompetent to lead.<br />
<br />
''President Jonathan watched helplessly as Boko Haram moved from Sambisa
 Forest to take over a large chunk of territory in Adamawa, Borno and 
Yobe states and proclaim a Caliphate. President Jonathan watched 
helplessly as Boko Haram abducted and took away almost 300 girls, 
holding most of them for over 200 days....still counting. His 
Administration is even mocking and harassing those who are campaigning 
for the release of the girls. No people in the world will give such a 
leader unconditional support.<br />
<br />
''Therefore, even if no leader in history has ever resigned during war 
(even though we have now proved that is not correct), nothing prevents 
President Jonathan from becoming the first leader to do so. After all, 
never in the history of any nation has incompetence and cluelessness 
been exhibited by any leader, as President Jonathan has done, when the 
country is at war,'' APC said.</div>
