<span style="text-align: left;">At last, Nigeria's e-ID Card is 
ready. President Goodluck Jonathan has directed all the federal 
government ministries, agencies and agencies (MDAs) to unify their 
biometric data capture operations with the national electronic identity 
card scheme.</span></div>

Accordingly, he directed the National Identity Management Commission 
(NIMC) to enrol and issue the card to all federal civil servants and 
pensioners for “speedy and safe payment of salaries and pensions.”<br />

Giving the directive when he launched the issuance process of the e-ID 
card at the Presidential Villa, Abuja, the president asked the 
commission to work with the Integrated Personnel and Payroll System 
(IPPS) and Pension Department.</blockquote>

Jonathan said, “The Bureau of Public Procurement (BPP) should also 
ensure immediate compliance. The regime of duplication of biometric data
 bases must now have to give way to harmonisation and unification with 
the e-ID scheme, which shall be the primary data base.</blockquote>

The Catholic Church on Thursday cried out that Boko Haram insurgents had
 taken over the parish church house as well as houses of Christians in 
the Madagali area of Adamawa State.<br />
<br />
Madagali town is the headquarters of Madagali LGA and it shares border 
with Borno State. It is also the closest town to Gwoza, the town that 
Boko Haram has already annexed.<br />

The church, in an electronic press statement complained that, “The whole
 town and the parish rectory have been occupied by the terrorists; so 
many structures and items have been vandalised. Dozens killed and a lot 
of church structures have been burnt down. </blockquote>

“Christians in the town are really in a terribly situation; a moment of great persecution. <span style="color: #cc0000;">Christian men are caught and beheaded; the women are forced to become Muslims and are taken as wives to the terrorists</span>. The houses of Christians that have fled are now occupied by the insurgents. </blockquote>

“Their cars are used by the terrorists. Some Muslims around identify 
Christian homes to be occupied and the Christians in hiding were also 
identified and killed. Strict Sharia Law has been promulgated, as 
observed by a woman who luckily escaped the death zone."</blockquote>

Director, Catholic Social Communications in-charge of Maiduguri Diocese,
 Rev. Fr. Gideon Obasogie, who released the statement, said that though 
the members of Boko Haram had been known not to discriminate in their 
attacks, it however seemed that Christians and Christian institutions 
had been at the receiving end of the sect’s mayhem.<br />
<br />
The priest said the situation had gone out of control. “People are 
finding it really hard, citizens are been killed in their numbers,” he 
added.<br />

He said the Catholic Church had been compelled to close down all the 
churches on the major road linking Borno and Adamawa states because of 
acts of terrorism.</div>

If a budget of almost One Trillion Naira (N1trillion) is too small to 
fight Boko Haram, then I wonder how much those people who are sponsoring
 the terrorists have? like seriously! Here's what the Minister of State 
for Defence, Musiliu Obanikoro told Punch on the controversial issue:<br />

<b>Recently President Jonathan approached the National Assembly for $1bn
 to fight insecurity. Can you explain in specific terms what the money 
will be used for if the loan is granted?</b>The money is to beef up our 
security capacity and acquire more equipment needed to make us a very 
strong country. And don’t also forget that in order for you to have 
peace, you must be prepared for war. So, I think what the President is 
doing is in the right direction. In fact, if this had been done before 
now, we would have been in a position to crush this Boko Haram 
insurgency faster and with the necessary swiftness.<br />

<b>Isn’t this loan an evidence that we cannot win the war on terror without foreign intervention?</b></div>
<div>
No, I disagree. We have had a more difficult situation in this country 
in the past and we succeeded in dealing with it. Although the boundary 
for the war then was clearly defined but in this instance, we don’t have
 a clearly defined boundary and the insurgents are faceless. That is the
 only difference but I can assure you that this is a battle we are going
 to win because I am a good student of history and there is nowhere in 
history where evil has triumphed over good. For us as a nation, 
collaborating with other countries makes good sense because terrorism is
 no longer a local issue; it has becomed global issue. Trying to 
localise a global issue would be a mistake on our path because from what
 we are looking at and what we have seen, it is evident that their 
funding is not coming from Nigeria alone but it is also coming from 
outside and it is the effort of other friendly nations that we can all 
work together to bring this to an end and that is why the Federal 
Government has accepted from the United States, Britain and France and 
other nations that have agreed to support us in overcoming this 
challenge.<br />

<b>Is it that Boko haram will defeat Nigeria if the $1billion is not granted?</b><br />

Whether the loan is granted or not, we are going to defeat Boko haram, 
mark my words. But the President is preparing us for the future. We must
 continually make progress and part of making progress is retooling 
yourself for the challenges ahead of you. Those challenges, you don’t 
know the form that they will take but a wise man always prepares for the
 dry season and I think what the President is doing goes beyond today.</div>

<b>But what about the N968bn budgeted for defence as well as the billions spent over the years?</b><br />
When such a budget is made, always try to understand the breakdown. You 
have a military that also must be properly taken care of. There are 
other issues to deal with because you look at salaries, emoluments of 
the personnel, the barracks, maintaining the existing equipment at their
 disposal etc. When you look at some of the vessels that we have today, 
to even fuel one of them will cost close to a billion naira a year. Let 
us take NNS Thunder (a naval warship), for instance. If we use Thunder 
the way it is meant to be used, there is no way we will not be buying 
close to half a billion naira worth of fuel to maintain it and that is 
not the only vessel we have, there are a lot more that require a lot of 
money to manage and maintain and beyond that, if you look at the army 
and air force, you’ll understand that maintaining a strong military does
 not come cheap. And you will agree me with me that if not for the 
Nigerian military, there may have been a state of anarchy in the country
 today because we deployed them almost everywhere that has crisis. Even 
in terms of fighting armed robbery, they are also part of that effort. 
We have stretched the military to the limit if not beyond and yet they 
are still performing at their best so the only way we can make their job
 lighter is if modern equipment are procured that will lessen the burden
 of work and certain things are also put in place capacity for 
preventive strikes. As they say, prevention is better than cure and you 
can only acquire that when you make wise investments.</div>
<b> </b><br />
<b>We fought civil war for 4 years without borrowing. Why does Nigeria now need to borrow $1bn?</b>For
 every generation, there is a different challenge. The challenge of our 
time is different from the one faced by our forefathers. Bear in mind 
that we were just coming out of colonialism then and also we just ran 
into oil money. The situation now is different. Nigeria’s population was
 about 60 million and now you have a country that is about 170 million. 
Our revenue has not increased at the pace our population has increased. 
The kind of revenue that came in during the time you are talking about 
was far more than the needed expenditure that as some point, it was said
 that our problem was not money but how to spend it but you will agree 
with me now that our problem is not how to spend money but how to make 
money so we are facing a very different period and the challenges are 
not the same. I understand that we can be more prudent with spending but
 the challenge we have now is far bigger than the challenge we had then.
 Don’t forget also that in the last 25 years, no major acquisition of 
military equipment was made in this country. Don’t forget that once the 
investment is made now ($1bn), we won’t have to make it again for the 
next 30-35 years so that is the beauty of making the investment now.</div>

While Nigerians are still sad over the death of Stella Adadevoh, another
 doctor, who secretly treated a diplomat who had contact with the 
Liberian-American Patrick Sawyer, has died of Ebola in Nigeria.<br />
<br />
The doctor, who has yet to be named, died on Friday. His wife has taken 
ill and has been quarantined in Port Harcourt. Interestingly, the 
diplomat the doctor treated is still alive.<br />
<br />
The diplomat, who was part of the team who met Patrick Sawyer in Lagos, 
flew to Port Harcourt, the capital of Rivers State for treatment, 
evading government surveillance for the disease. The late doctor then 
took him to a hotel for treatment.<br />

Consequently, <span style="color: #cc0000;">70 people have been quarantined</span>.
 The doctor's hospital, Good Heart Hospital in Rivers State, has been 
shut down. The unnamed hotel, where the secret treatment took place, has
 also been shut down.</blockquote>
The Minister of health and Rivers State government are expected to make a statement on the incident.</div>

 no new evidence is provided to stall proceedings. Church insiders said 
Oyakhilome had been hoping for rapprochement, but he was left with no 
option than to receive the papers when the lawyers cornered him at his 
hotel in London. The decree absolute, which will effectively end the 
marriage, is expected to be issued soon while terms of the divorce will 
be worked out by the lawyers on both sides.<br />

Anita locked up the London branch of the church to protest against the

The Deputy Chairman of the House of Reps Committee on Finance, Yomi 
Ogunnusi, has said if the APC can present strong candidates for the 
Presidency in 2015, it will defeat President Goodluck Jonathan who is 
most likely set to seek re-election.<br />

Hon. Ogunnusi, who represents Ifako/Ijaye Constituency, said the APC 
would do well at the poll next year if it presented the Speaker of the 
House of Reps, Aminu Tambuwal as its presidential candidate and the 
Lagos State Governor, Babatunde Fashola, as his running mate.<br />

In fact, Tambuwal and Fashola is a winning ticket for millions of Nigerians.<br />

open up. Speaking to Vanguard Thursday, Former Chief of Army Staff, 
Lt-General Ihejirika exposed former minister of the FCT, Nasir El-Rufai,
 as the chief and influential commander of Boko Haram.<br />

“The (commanders), including El-Rufai, know where the problem is," 
Ihejirika told Vanguard. "He should stop deceiving Nigerians by trying 
to divert attention”.<br />

“The likes of El-Rufai have been supporting Boko Haram. In fact, 
El-Rufai and his likes are the same group of people that ensured the 
army did not to get the requested equipment to deal with this menace 
once and for all, as they used their cohorts to tell the government that
 procuring modern equipment were not necessary."<br />

The former Army Chief said that El-Rufai and others allegedly 
green-lighted Boko Haram's activities and attempted to divert concern

Boko Haram and that the army was just killing innocent youths," he said,
 furthering, "El-Rufai said that I was re-inventing the killing of the 
Ibos during the Biafra war following government’s determination to rid 
the country of terrorism."<br />

Iherjirika also says that he was the first person to declare that the 
country was dealing with a war situation, but El-Rufai and others 
allegedly denied the gravity of the situation, disagreeing with his 
judgment. This move, the General says, gave Boko Haram time to regroup 
and redevelop.<br />
<br />
“It is the same group of El-Rufai that started the human right abuses 
campaign. It was done in order to block any international assistance 
after the state of emergency was declared and the sect was initially 
tamed. That gave Boko Haram time and respite to build up again”.<br />
<br />
Ihejirika also alleged that El-Rufai and others are further involved 
with Boko Haram and its operations, but that he could not yet disclose 
that information.</div>

A third important point the President’s negotiator posited was that 
there was no way the terror in Nigeria could be ended if the sponsors 
remained free. In essence, as the President of Nigeria continued to dine
 and dance with these known people including other politicians, mostly 
from the north, Boko Haram will clearly continue to kill and destroy 
Nigerians in the north.<br />

On January 15th of this year I penned a strong and unapologetic, widely 
read article pressing or rather begging for the President of Nigeria to

begged the President to arrest this known Boko Haram founder. Rather 
than arrest him, Nigeria’s president pulled him closer like a sibling 
and gave him unprecedented access to further terrorize the people of 
Borno and Nigeria at large. The President of Nigeria opened the Borno 
airport, closed for Borno citizens and for Hajj operations; for Ali Modu
 Sheriff to land in Borno in grand style. Note- Goodluck Jonathan in 
August of 2012 defended Boko Haram as “his siblings” and stated that 
them being his family, was why he refused Nigerians demands for him to 
send the army to crush them. In response, the Christian Association of

Borno youth Civilian JTF who I represent have pursued sponsors of Boko 
Haram like Modu Sheriff, attempting to burn their houses; but the 
Nigerian President has protected them when they run to him in Abuja, 
unable to remain in Borno. This has been sheer terror to our people.<br />
<br />
As President Jonathan’s chief negotiator, Dr Stephen Davis said, unless 
the President of Nigeria arrests these sponsors, terror will continue. 
In effect, by leaving the sponsors free to continue to perpetrate their 
terror, Nigeria’s President is himself directly implicated in sponsoring
 Boko Haram and should be arrested and tried for our deaths.<br />
<br />
As relates to retired Chief of Army Staff, General Ihejirika who 
Jonathan’s negotiator, Stephen Davis also clearly implicated as a Boko 
Haram sponsor; I am not privy to the information Davis has. Stephen 
Davis said that several Boko Haram commanders implicated these men as 
their sponsors and as the ones who ordered targeted assassinations of 
Nigerians.<br />
<br />
Importantly, there is no single Nigerian who can deny the role of the 
Nigerian military Chiefs since Ihejirika’s time of directly and 
indirectly promoting Boko Haram terror. We have had too many reports to 
ignore of the army conveniently being ordered to pullout hours or days 
before Boko Haram terror attacks. Too many! The liability for these 
treacherous crimes of the army rests on the COAS’s feet.<br />
<br />
On May 8th of 2013, when we could no longer take it as Boko Haram gained
 control of over 20 Local Governments in Borno and the COAS Ihejirika 
did nothing, I was invited to join an international think-tank and we 
released a very important article in Nigeria’s history. “Nigeria At

article we described how the Nigerian army under Ihejirika and 
ultimately President Jonathan, the C-in-C was deliberately sabotaging 
the war against Boko Haram and we prescribed the need for urgent steps 
including the declaration of a State of Emergency and the immediate 
drafting of battalions to the north. It can be recalled that after this 
article went viral on the media, Nigeria’s President cut his trip to 
Namibia and ran to Nigeria and days later, finally declared a State of 
Emergency in the northeast and sent Brigades up north.<br />
<br />
Boko Harm today is armed with ammunition from the Nigerian military 
stock, they freely drive APC’s and tanks from the Nigerian military; it 
goes without saying that the past and current Generals and Chiefs of the
 army are benefitting largely from Boko Haram carnage and undermine the 
arming of Nigeria’s soldiers allowing them to be sitting ducks for Boko 
Haram terrorists to prolong the war and the genocide in Nigeria’s north.
 The army is responsible for protecting the vehicles and ammunition they
 took up north. Rather they allow Boko Haram to seize these easily and 
never bomb them from the sky when they drive in convoys in Nigeria’s 
military vehicles.<br />
<br />
General Ihejirika’s was known to have discretely pulled together a 
powerful army who were not even told their mission, and rapidly sent 
them to ambush and capture and kill kidnappers who were destroying his 
home state of Abia, but when his duty was to protect the people of Borno
 and the northeast, he suddenly became handicapped… the General was 
reported by so many military soldiers including top army commanders who 
complained bitterly that the COAS only gave the soldiers one or two 
rounds of ammunition and opposed the drafting of the military when they 
requested and argued for more troops. These moves allowed Boko Haram to 
easily kill Nigeria’s soldiers and overrun the military barracks, 
obtaining all the weapons and tools in store.<br />
<br />
It is important to remind Nigeria that Stephen Davis, in the past has 
fingered former NSA, Spy Aliyu Gusau in the success of Boko Haram. [See

 Surprisingly, President Jonathan hired the very Gusau as Nigeria’s

Just when we are about to start celebrating the defeat of Ebola, another
 foreigner has caused havoc with the Ebola virus in Nigeria. This calls 
for more caution as you never know where these people have visited and 
who they have come in contact with.<br />

The efforts to contain Ebola in Nigeria have suffered a major setback   
as another medical doctor has been killed by the disease in Port 
Harcourt, the Rivers State capital.<br />
<br />
The doctor’s passage on Friday, the first outside Lagos, caused panic in
 Rivers State and worry among the health personnel and other 
stakeholders battling to stamp out the disease in the country.<br />
<br />
The doctor's name is   Iyke Enemuo, according to Rivers State 
Government. Doctor Enemuo was said to have contracted the virus from an 
ECOWAS diplomat whiletreating him of Ebola symptoms in a hotel in the 
city. But when did people start receiving treatment in hotels? Nawao!<br />

<b>A source in Port Harcourt said:</b> “<span style="color: #cc0000;">As
 it is, there may have been well over 200 contacts of this devilish 
diplomat who lured his young doctor friend to treat him secretly and 
went back to Lagos</span>. We have to look at the health workers in the 
Good Heart Hospital, Sam Steel Clinic, the members of staff of the hotel
 and its guests, those who travelled with the diplomat in the same 
vehicle(s) or aircraft from Lagos to Port Harcourt, the late doctor’s 
family members. The list goes on and on...</blockquote>

It was gathered that Enemuo, before he took ill on Tuesday “operated on a
 woman on Monday presumably after treating the diplomat.”  The medial 
doctor’s widow, who was quarantined alongside the diplomat, had a 
three-month-old baby.<br />

The ECOWAS official whose name was not given by government, was said to 
have had contact with the index case in Nigeria (Patrick Sawyer). He was
 placed under surveillance in Lagos but he escaped to where he checked 
into a hotel in Port Harcourt and contacted Doctor Enemuo for treatment.<br />
<br />
<span style="color: #cc0000;">Surprisingly, the Diplomat recovered from Ebola and returned to Lagos</span>. Health workers were said to have tested him when he came for a clearance certificate and gave him a clean bill of health.<br />
<br />
The minister   said following a test conducted on the corpse of Enemuo 
which showed that he died of Ebola, the Health ministry   officials   
placed 70 people who came into contact with him either when he was sick 
or touched his corpse, under surveillance.<br />
<br />
Rivers State Government said “about 100 contacts from a hotel, patients 
of Dr. Enemuo and patients of the hospital where   Enemuo was treated 
until his demise have been identified and restricted."<br />
<br />
A resident of Port Harcourt, said in her Facebook post, that   the latest development was a calamity.<br />
<br />
“It’s quite a calamity unfolding in Port Harcourt. Unfortunately, the 
city’s   health facilities are not quite ready to contain Ebola at the 
moment,” she lamented.<br />
<br />
The resident said Enemuo, before he took ill on Tuesday, “operated on a woman on Monday presumably after treating the diplomat.”<br />
<br />
She wrote, “He (Enemuo) fell ill next day Tuesday and died last Friday. <span style="color: #cc0000;">No one knew about the hotel angle which was a very big risk he took…and unethical thing to do</span>.<br />
<br />
“He was ill for three days and then started vomiting blood. He was first
 rushed to one hospital where he was rejected and then taken to Good 
Heart Hospital whose owner is a Cardiologist and a consultant physician 
with the University of Port Harcourt Teaching Hospital . He died there.<br />
<br />
“The doctor that died practises in East West Road, Rumuokoro…Sam Steel 
clinic. The wife, also a doctor, has a three-month-old baby.<br />
<br />
The resident ,who is an educationist, added that what played out in this
 latest development was what she called the “Ostrich mentality of our 
people.”<br />

She said, “My own take is what is with the foolishness of people who 
suspect they have Ebola not wanting to subject themselves to straight 
testing. Don’t they know quick detection could save their lives and 
those of others?”</div>
